As you all know, the negotiations between the Monroe County Part-Time Unit and Monroe County reached Impasse last year. The union feels the County has taken a belligerent position with the Unit and has requested that the negotiations proceed to the next step of the negotiation process provided by PERB referred to as “Fact-Finding”. This is the negotiation procedure provided under the Taylor Law for public employees in New York State.
The Monroe County Part-Time Unit Negotiation Team met with the County and the PERB appointed Fact-Finder Thursday, June 24th. The meeting was the first step in the Fact-Finding Process. The parties met and agreed on a format on how to proceed and on our next date. Here is what we have:
- We will present our briefs to the Fact-Finder on September 20th at the CSEA Rochester Satellite Office. This will be a formal hearing and we plan to layout the justification for each and every union position. We have set aside the full day on the 20th starting at 9am through 5pm.

Here is a little more information on Fact-Finding:
Fact-Finding: If mediation fails to resolve the impasse, then Fact-Finding is the next step. The fact-finder may attempt to resolve the dispute through further mediation. If not, or if unsuccessful in that effort, the fact-finder then holds a hearing, takes testimony of witnesses, accepts briefs from the parties, and then makes a written, nonbinding recommendation for settlement to both parties. The Fact-Finder then makes the report and recommendations public within five days of transmission of the report to the parties.
