UPDATE: Negotiations between the Monroe County Part-Time Unit


As you all know, the negotiations between the Monroe County Part-Time Unit and Monroe County reached Impasse last year. The union feels the County has taken a belligerent position with the Unit and has requested that the negotiations proceed to the next step of the negotiation process provided by PERB referred to as “Fact-Finding”. This is the negotiation procedure provided under the Taylor Law for public employees in New York State.


The Monroe County Part-Time Unit Negotiation Team met with the County and the PERB appointed Fact-Finder Thursday, June 24th. The meeting was the first step in the Fact-Finding Process. The parties met and agreed on a format on how to proceed and on our next date. Here is what we have:


  • We will present our briefs to the Fact-Finder on September 20th at the CSEA Rochester Satellite Office. This will be a formal hearing and we plan to layout the justification for each and every union position. We have set aside the full day on the 20th starting at 9am through 5pm.

  • We will keep you updated as things develop. Let us know if you have any questions.


Here is a little more information on Fact-Finding:


Fact-Finding: If mediation fails to resolve the impasse, then Fact-Finding is the next step. The fact-finder may attempt to resolve the dispute through further mediation. If not, or if unsuccessful in that effort, the fact-finder then holds a hearing, takes testimony of witnesses, accepts briefs from the parties, and then makes a written, nonbinding recommendation for settlement to both parties. The Fact-Finder then makes the report and recommendations public within five days of transmission of the report to the parties.

MONROE COUNTY PART TIME WORKERS HOLD MEMBERSHIP MEETING


Members of the Monroe County CSEA Part-Time Employees Unit held a membership meeting last night (3/3/10). The message was clear; Monroe County Part-Time Employees want a fair contract NOW.

RALLY FOR JUSTICE IN MONROE COUNTY


CSEA Local 828 joins with the Monroe County Federation of Social Workers (IUE-CWA 81381) to demand a fair contract for Monroe County Employees. It is essential that CSEA Members stand up and tell the County “We want justice now”. CSEA members need to make their voices heard and heard loud.

Dear CSEA Monroe County Part-Time Unit Member,


It has been a long hard road in our struggle to get a fair contract for Part-Time Workers in Monroe County. The Union declared Impasse in the negotiations last year and currently we are going the Public Employment Relations Board (PERB) Impasse procedure. PERB has appointed PERB Regional Director Gregory Poland as the mediator in the negotiations between the CSEA PT Unit and Monroe County. The process is painfully slow and the next Impasse Mediation session is scheduled for March 18, 2010.

The County has taken a very belligerent stand in these negotiations and has not even considered extending rights and benefits enjoyed by some other Monroe County Part-Time Employees. Despite the county’s obstinate negotiation stance, your union negotiation team continues to pursue our reasonable goals with tenacity. We will not give up and we will fight on until we prevail.

In other developments, the Union made a legitimate request to the County asking them to provide notice to the Union anytime a Member of the CSEA Part-Time Unit receives a disciplinary action of any kind. The County flatly refused to share this information. If you or other members of the Part-Time Unit receive a disciplinary action, please contact the Union Office at (585) 328-5250 as soon as possible. Due to the short time frame available to us to file a grievance, please don’t delay notifying the union by even a day.

As you see by the attached notice we have scheduled a CSEA Part-Time Unit Membership Meeting. This would be an excellent opportunity to get your questions answered and other information.
